Zero Carbon for All introduces the first-ever carbon fair-share tool aligned with the responsibility and capability principles established under the United Nations Framework Convention on Climate Change (external link) (UNFCCC) and referenced in the International Court of Justice's July 2025advisory opinion. (external link)
While this advisory opinion is not legally binding, it carries significant moral and political weight. It clarifies the obligations of states to act urgently and equitably to limit global warming to 1.5°C.
By applying sufficiency as an equity principle to both territorial and consumption-based emissions, the tool provides a timeline for immediate implementation. Thus, offering a practical framework to help states meet the expectations outlined in the ICJ's opinion and deliver on the 1.5°C temperature target.
The tool was developed by the World Sufficiency Lab, in collaboration with Data For Good.
